of the Ministry of Education, Youth and sports of the Slovak Republic of March 13, 1991 on nostrification of diplomas and other credentials on studies in foreign higher education institutions

 In accordance with § 35, section 2, letter c, of the Higher Education Act No. 172/1990 of the Law Code, the Ministry of Education, Youth and Sports of the Slovak Republic (hereinafter the "ministry") sets up:

§ 1

1/ The present Decree sets up the conditions and procedure at nostrification of diplomas or other credentials that certify the completion of university and postgraduate studies in a foreign higher education institution (hereinafter "diplomas on study").

2/ The diplomas on study that in their content and scope only partially correspond to the courses of the same or similar study branch in a higher education institution in the Slovak Republic, may be nostrified after completion of difference examinations or after completion of a missing practice. The differential examinations and the contents of practice are defined by the higher education institution that decides on the nostrification.

3/ In accordance with the present Decree, the diplomas certifying the completion of examinations in a foreign higher education institution that correspond in their content and scope to examinations completed in higher education institutions in the Slovak Republic, are also nostrified.

§ 2

1/ The diplomas according to § 1 may be nostrified at the request of the graduate of a foreign higher education institution or somebody who passed the examinations in a foreign higher education institution (hereinafter "the applicant").

2/ The application form is submitted by the applicant to the higher education institution in the Slovak Republic wherein the same or similar study branch is offered; if such an institution is missing, he submits his application form to the Ministry of Education, Youth and Sports of the Slovak Republic (hereinafter "the ministry")..

3/ The credentials of the applicant of higher education study in the Slovak Republic or a foreigner who will work as a teacher in institutions of the Slovak Republic, may be nostrified on the basis of an incentive of the rector of the higher education institution or the dean of the faculty or the ministry.

§ 3

1/ The application form on nostrification is supplemented by verified copies of

a/ a diploma or other credentials on study, or

b/ a statement on study or other credentials on completed examinations, or

c/ certificates or other credentials on the state or examina rigorosa.

2/ The applicant also appends the verified translations of credentials mentioned in letters a/ to c/,

namely, into Slovak, Czech, English, French, German, Russian or Spanish languages.

3/ On the incentive on nostrification of documents on study according to § 2, section 3, only certified copies of diplomas on education are added.

4/ The applicant of nostrification of examinations completed does not submit the documents presented in section 1, letter a/.

§ 4

Authenticity of signatures and imprints of stamps in original copies of documents is subject to verification by the Ministry of Foreign Affairs of the state in which the institution that issued the diploma is seated, by representative authority of the Czech and Slovak Federal Republic in this state.

§ 5

1/ The nostrification is decided by the higher education institiution or the ministry within sixty days at the latest from the date of delivery of the application or the incentive.

2/ If the higher education institution or the ministry nostrify the documents on study, the nostrified supplement is issued according to the pattern shown in annex 1 to this Decree.

3/ If the higher education institution or the ministry nostrify the documents on completed examinations issued by a foreign higher education institution, the nostrification supplement is issued according to the pattern shown in annex 2 to this Decree.

4/ The nostrification supplement confirms the validity of documents on study with efficacy from the day of issue.

5/ If the higher education institution or the ministry do not nostrify the documents on study or on completed examinations, it is notified with the reasons shown to the applicant and the documents are returned to him.

§ 6

The documents on study nostrified in the Czech Republic are also valid at the territory of the Slovak Republic.

§ 7

The registration of nostrification supplements is kept only by those who decided on nostrification and, at the same time, deposits the verified copies of the documents on study issued by the foreign institution.

§ 8

The documents on study issued by a foreign higher education institution of the state with which the Czech and Slovak Federal Republic concluded an international agreement on mutual recognition of equivalence of diplomas on education, are not a subject of nostrification.

§ 9

The Decree of the Ministry of Education of the Slovak Republic No. 114/1982 of the Law Code that sets up more details on conditions of nostrification of diplomas and other documents on higher education issued by foreign institutions and the procedure thereof, shall loose its force.

§ 10

This Decree shall come into force on May 1, 1991.
